During the past 3 years, I - like many of you and many others in the church - have had to ask myself 'am I opposed to this because of habit or perversity or reluctance to change?'

Three years ago, General Synod asked for legislation for women bishops to be brought to this synod. It also asked for consideration to be given to some form of alternative episcopal oversight. It is my role today, on behalf of the Standing Committee, to plead the cause of women bishops and introduce the legislation, while my colleague and friend, Dr Ann Young, will offer an alternative viewpoint.

In doing so, he contrasted constitutional developments in the Anglican Church of Australia with the achievement of the Australian Federation in 1901.
